REGULAR MEETING
OCTOBER 11, 2007
Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular meeting convening on October 11, 2007, at 7:30 p.m.
Mayor Gette announced the open meetings law is posted on the west wall of the Council Chambers and available for public inspection.
Present were the Mayor Larry Gette, City Council Members: Brian Moffat, Carol Lake, Jim Levick, and Roger Gray. Also attending: City Administrator, Bill Campbell and City Clerk, LeAnn Brown.
Motion by Moffat, seconded by Lake, to approve the agenda and minutes of the previous meeting and waive the reading of the same. Motion carried unanimously.
Motion by Levick, seconded by Gray, to approve the following bills. Motion carried unanimously.

Visitors present for all or a portion of the meeting were: Chris Singpiel, Dodi Prohs, Tammy Harris, Kevin Poppe, Mark McFarland, Jason Krueger, Terry Rajewich, Virgil Ring, and Gladys Arnett.
OLD BUSINESS:
Administrator Campbell reported that he had spoken to EMC Ins. Co., representative, Steve Plummer, and the written policies are not necessary as city employees already practice safety measures.
Clerk Brown gave the names of the residences that had been sent Health Board letters by Attorney Leef, to Mayor Gette for further follow-up.
NEW BUSINESS:
Sheriff Singpiel reported that there were 128 ½ hours spent in Oshkosh for the month of September.
Kevin Poppe and Mark McFarland, representatives from Great Plains Communications, (Cable TV) spoke to the Mayor and Council about the system re-build that will begin next week, and what the company has to offer the residents of Oshkosh.
Jason Krueger, representing NPPD, introduced the new account manger, Terry Rajewich, who will serve the NPPD towns in the panhandle.
Animal Control Officer, Dodi Prohs, was present to report what had taken place since the July meeting concerning the stray cats in the acres. Clerk Brown has information to hand out to residents with concerns about this matter.
Motion made by Moffat, seconded by Levick, to approve building permits to Ron Cassell, Blake Stegman, and Alan Sanford. Motion carried unanimously.
Motion by Lake, seconded by Gray, to approve the Interlocal Agreement with Garden County, for police protection. Motion carried unanimously.
Motion by Gray, seconded by Moffat, to deny the use of six picnic tables from the City Park, for the Fall Festival, due to no representation to be responsible for the tables. Voting Yea: Gray, Moffat, Lake. Voting Nay: Levick. Motion carried.
Motion by Lake, seconded by Moffat, to approve the roping off Main and side streets for the Fall Festival. Motion carried unanimously.
Motion by Gray, seconded by Levick, to allow the use of the Auditorium for free to Kasie Scheer for an EMT Appreciation Dinner. Motion carried unanimously.
Motion by Moffat, seconded by Gray, to deny Blood Systems, Inc., use of the Auditorium for free. Motion carried unanimously.
A discussion was held on changing the time when late evening functions have to be out of the Auditorium the next day, and have it cleaned by 10:00 a.m. A motion by Moffat, seconded by Lake, to permit the change of time with this provision to the Auditorium Agreement: The Auditorium shall be cleaned by 10:00 O'clock a.m., the next day, unless the party renting the Auditorium wishes to have their time extended to 3:00 O'clock p.m. and pay $50.00 for the extra time; permitting there are no other parties wanting to rent it that day. Motion carried unanimously.
The Auditorium Renovations Committee submitted to the Mayor and Council a request that a tarp be used on the wood flooring at the Auditorium when having auctions, Farm & Ranch Day, and other heavy use. No action was taken.
Virgil Ring asked the Mayor and Council for their permission to have a Veteran's Day Parade on November 11th, at 2:00 p.m. Parade route will be down Main Street to the Courthouse. Motion by Lake, seconded by Levick, to allow the Veteran's Day Parade. Motion carried unanimously.
Administrator, Bill Campbell gave his report, and Mayor Gette followed with his report.
Motion by Gray, seconded by Lake, to adjourn the meeting at 9:17 p.m. Motion carried unanimously.
