REGULAR MEETING
MARCH 13, 2008

Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular session on March 13, 2008, at 7:30 p.m.

Mayor Gette announced the open meetings law is posted on the wall of the Council Chambers and available for public inspection.

Present were the Mayor, Larry Gette, City Council Members: Brian Moffat, Carol Lake, Jim Levick, and Roger Gray. Also attending: Bill Campbell, Administrator, J. Leef, Attorney, and LeAnn Brown, City Clerk.

Motion by Lake, seconded by Moffat, to approve the agenda and minutes of the previous meeting and waive the reading of the same. Motion carried unanimously.

Motion by Moffat, seconded by Gray, to approve the following bills. Motion carried unanimously.

All visitors were recognized at this time.

OLD BUSINESS:

One bid was received to repair the stage at the Auditorium. Motion by Lake, seconded by Gray, to accept Robert Guy's bid of $200.00, for Auditorium stage repairs and take $100.00 out of the Growth & Development's deposit for half of the costs to repair the stage. Voting Yea: Lake, Gray, Levick. Abstained: Moffat. Motion carried. The Council also requests that the Auditorium Renovation Committee be on the agenda for the next regular meeting.

Attorney Leef reported that all the Health Board and junk car letters have been sent out by certified mail.

NEW BUSINESS:

Sheriff Singpiel reported there were 131 hours spent in Oshkosh during the month of February.

Chris Miller of Miller & Associates spoke to the Mayor and Council regarding a Water Study. The City has qualified for a grant to help with costs to have this service performed. A motion by Moffat, seconded by Levick, to hire Miller & Associates to do the Water Study. Motion carried unanimously.

Glenn McCormac came before the Mayor and Council and asked that the City assume responsibilities for the upkeep of the Highway 26 Beautification Project. Mayor Gette thanked Glenn for all his work on this project. No action taken.

Insurance for the Baseball Program was discussed. After Baseball Director, Rick Custer meets with the Border League about the season's schedule; Clerk Brown will contact Plummer Insurance to get coverage for each baseball/softball team.

The Baseball Concession Stand was discussed. No bids were received to run the concession stand. If details can be worked out, Director Custer reported that parents of the baseball/softball program want to run the concession stand.

Motion by Gray, seconded by Lake, to approve building permits to: Dan Small for a residence addition, Terry Davis a shingled wood patio cover, and Brian Moffat- storage shed. Moffat Abstained on his storage shed. Motion carried.

Clerk Brown reported that she and Bill Patterson will be working on updating the Industrial Facts Book and NPPD will put it together at no cost to the City.

Mayor Gette read a letter he had received from the State of Nebraska about an overpass in Oshkosh. As no money is budgeted for a $50,000.00 construction study on this, the City will contact Roadway Design Division about any possible grants available.

Motion by Lake, seconded by Levick, to adjourn the meeting at 9:05 p.m. Motion carried unanimously.
