MINUTES
July 12, 2007

Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular meeting convening on July 12, 2007, at 7:30 p.m.

Mayor Talley announced the open meetings law is posted on the west wall of the Council Chambers and available for public inspection.

Present were the Mayor Cindee Talley, City Council Members: Brian Moffat, Larry Gette, and Jim Levick. Absent: Carol Lake. Also attending: City Administrator, Bill Campbell, City Attorney, J. Leef, and City Clerk, LeAnn Brown.

Motion by Levick, seconded by Moffat, to approve the agenda and minutes of the previous meeting and waive the reading of the same. Motion carried unanimously.

Motion by Moffat, seconded by Gette, to approve the following bills. Councilman Levick abstained from warrant #23889. Motion carried unanimously.

Visitors present for all or a portion of the meeting were: Judi Beach, Margaret Lookabill, Carol Kyser, Bill Patterson, Jeremiah and Kasie Scheer.

OLD BUSINESS:

The Health Board gave their findings to Attorney Leef, for legal proceedings.

Clerk Brown reported that she had checked with other towns in the area, to inquire about their dog licensing actions. At this time, there will be no change in the City's dog licensing procedures.

NEW BUSINESS:

No Sheriff Report was given.

The Mayor and Council received Alan Sanford's resignation as Baseball Director. Motion by Levick, seconded by Gette, regretfully accepts Alan's resignation. Voting Yea: Levick, Gette. Voting Nay: Moffat. Motion carried.

Motion by Moffat, seconded by Levick, beginning October 1, 2007, to change the mileage rate of 40.5 to the government rate of 48.5. Motion carried unanimously.

Judi Beach, Jeremiah and Kasie Scheer spoke to the Mayor and Council about their concerns about the many stray cats in their neighborhood. The Council will request Animal Control to set a trap on the Beach's property. The stray cats will be taken to a farm.

The 2007-2008 was briefly discussed. Margaret Lookabill spoke to the Mayor and Council about the Auditorium renovations and some problems that have occurred. She also requested that the budget for the auditorium be increased for the upkeep of their renovations.

The Mayor and Council will meet on August 2, 2007, at 7:30 p.m., for a budget workshop.

Administrator Campbell gave his report, and Mayor Talley followed with her report.

Motion by Levick, seconded by Moffat, to adjourn the meeting at 8:40 p.m.
