REGULAR MEETING
February 14, 2008
Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular session on February 14, 2008, at 7:30 p.m.
Mayor Gette announced the open meetings law is posted on the wall of the Council Chambers and available for public inspection.
Present were the Mayor, Larry Gette, City Council Members: Brian Moffat, Carol Lake, and Jim Levick. Absent: Roger Gray. Also attending: Bill Campbell, Administrator, J. Leef, Attorney, and LeAnn Brown, City Clerk.
Motion by Lake, seconded by Moffat, to approve the agenda and minutes of the previous meeting and waive the reading of the same. Motion carried unanimously.
Motion by Levick, seconded by Lake, to approve the following bills. Motion carried unanimously.

OLD BUSINESS:
President of the Council, Jim Levick gave the Health Board Report. Attorney Leef will send certified letters to residents that are in violation of the Health Code.
NEW BUSINESS:
Sheriff Singpiel gave his Sheriff's Report showing 159 hours spent in Oshkosh by the Garden County Sheriff's Department.
Mayor Gette opened the Public Hearing on the One and Six Year Street Improvement Program. City Street Supt., Bill Campbell reported there were no changes to the Program except for ongoing maintenance. No others spoke in favor or against the Program. Mayor Gette closed the hearing at 7:46 p.m.
Motion by Levick, seconded by Moffat, to approve Resolution No. 01-08. Motion carried unanimously.
RESOLUTION NO. 01-08
A resolution for the One (1) and Six (6) Year Street Improvement Program for the City of Oshkosh, Nebraska.
Rick Custer came before the Mayor and Council to speak about the Summer Baseball Program and what his intentions would be if the Council would appoint him as the Director. Motion by Moffat, seconded by Lake, to hire Rick Custer as Contract Labor for the Director of the Summer Baseball Program. Motion carried unanimously.
Rose Brassfield gave a presentation to the Mayor and Council on the Garden County Coalition. She also asked for a representative from the Council to serve on the Coalition Board.
Motion by Lake, seconded by Moffat, to approve Ordinance No. 398. Motion carried unanimously.
ORDINANCE NO. 398
AN ORDINANCE TO AMEND SECTION 4-3.8.3 OF THE CITY OF OSHKOSH MUNICIPAL CODE AND TO REPEAL ANY SECTION IN CONFLICT THEREWITH.
Be it ordained by the Mayor and Council of the City of Oshkosh, Nebraska:
Section 1. That Section 4-3.8.3 of the Municipal Code of Oshkosh, Nebraska is hereby amended to read as follows:
4-3.8.3 Certain Vehicle Prohibited; Exceptions
It shall be unlawful for the operator or owner of any truck-tractor, semi-trailer, petroleum transport truck, or automobile with attached trailer with an overall length of twenty-five (25') feet or more including load; whether loaded or unloaded, except while load or unloading its contents, to park or leave such vehicle standing within 75 feet of any building, of which any portion is used for dwelling purposes.

Librarian, Carol Kyser gave the Mayor and Council the 2007 Nebraska Public Library Survey, and read some statistics from the survey. She also asked for high speed internet for the Library. The Mayor and Council gave their approval to start the process of getting DSL for the Library.
Larry Schwartzkopf, representing the Garden County Growth & Development spoke to the Mayor and Council about the damages that occurred at the Auditorium during Farm & Ranch Day. After a lengthy discussion, Mayor and Council directed Clerk Brown to write a letter the Auditorium Renovation Committee about inspections for the Auditorium and to get two bids from local contractors to repair the broken stage edge. No action taken at this time concerning the amount to deduct from Growth & Development's deposit.
Administrator Campbell and Mayor Gette gave their reports.
Motion by Lake, seconded by Levick, to adjourn the meeting at 9:18 p.m. Motion carried unanimously.
