REGULAR MEETING
DECEMBER 13, 2007

Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular session on December 13, 2007, at 7:30 p.m.

Mayor Gette announced the open meetings law is posted on the wall of the Council Chambers and available for public inspection.

Present were the Mayor, Larry Gette and City Council Members: Brian Moffat, Jim Levick, Roger Gray, and Carol Lake arriving at 7:55 p.m. Also attending: Bill Campbell, Administrator, and J. Leef, Attorney.

Motion by Moffat, seconded by Gray, to approve the agenda and minutes of the previous meetings and waive the reading of the same. Motion carried unanimously.

Motion by Gray, seconded by Moffat, to approve the following bills. Motion carried unanimously.

Mayor Gette excused himself from the next agenda item.

Motion made by Levick, seconded by Moffat, to approve the Re-Use Advisory Committee's recommendation of a loan up to $16,500.00. Motion carried unanimously.

Motion by Levick, seconded by Gray, to approve Ordinance No. 397. Motion carried unanimously.

ORDINANCE NO. 397

AN ORDINANCE TO SET SALARIES AND COMPENSATION OF THE SEVERAL OFFICERS AND EMPLOYEES OF THE CITY OF OSHKOSH, NEBRASKA, HEREWITH NAMED IN AMOUNTS HEREIN FOLLOWING AND TO REPEAL ANY ORDINANCE IN CONFLICT HEREWITH:

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OSHKOSH, NEBRASKA:

Section 1. The several officers and employees of the City of Oshkosh, Nebraska, hereinafter named shall receive for their salaries and compensations, the amounts following:

COUNCIL MEMBER$ 1,200.00 PER YEAR
CITY ADMINISTRATOR$21,823.12 PER YEAR
STREET & UTILITY SUPT.$17,839.16 PER YEAR

ASST. LIBRARIAN$ 5,874.89 PER YEAR
MAINT. & UTILITY EMPLOYEE$29,422.08 PER YEAR
SANITATION EMPLOYEE$29,422.08 PER YEAR
CLERK/TREAS. & SECRETARY$29,422.08 PER YEAR
ANIMAL CONTROL OFFICER$ 700.00 PER MONTH
CITY ATTORNEY$ 450.00 PER MONTH

That the salaries of the Administrator, Clerk/Treas./Secretary, Street and Utility Supt., Animal Control Officer, Maintenance Employee, and Librarians shall be paid monthly or as the City Council shall see fit. Salaries of all other employees of the City not specified in this section shall be paid in such sums at such intervals in such a manner as may be fixed by the Statutes of Nebraska or by the City Council.

Section 2. Any Ordinance or parts of any ordinance in conflict herewith are repealed.

Section 3. This Ordinance shall be in full force and take effect and after its passage, according to law.

RE-ORGANIZATIONAL MEETING

Mayor Gette called the Re-organizational Meeting to order. Present: Brian Moffat, Carol Lake, Jim Levick, and Roger Gray. Administrator Campbell and Attorney Leef also in attendance.

Motion by Gray, seconded by Moffat, to elect Jim Levick as President of the Council for the ensuring year. Voting Yea: Gray, Moffat, Lake. Councilman Levick abstained. Motion carried.

Motion by Moffat, seconded by Gray, to approve the Mayor's appointments for the ensuing year. Motion carried unanimously, except for the Bank Depository where Councilman Levick Abstained. Mayor Gette tabled the appointment of the City Physician.
