MINUTES
August 9, 2007

Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular meeting convening on August 9, 2007, at 7:30 p.m.

Mayor Talley announced the open meetings law is posted on the west wall of the Council Chambers and available for public inspection.

Present were the Mayor Cindee Talley, City Council Members: Brian Moffat, Larry Gette, Carol Lake, and Jim Levick. Also attending: City Administrator, Bill Campbell, City Attorney, J. Leef, and City Clerk, LeAnn Brown.

Motion by Lake, seconded by Gette, to approve the agenda and minutes of the previous meeting and waive the reading of the same. Motion carried unanimously.

Motion by Moffat, seconded by Lake, to approve the following bills. Councilman Levick abstained from Warrant #23946 and Moffat abstained from Warrant #23960. Motion carried unanimously.

Visitors present for all or a portion of the meeting were: Carol Kyser, Bill Patterson, Chris Singpiel, Barbara Webster, and Alan Sanford.

OLD BUSINESS:

At this time no new Health Board letters have been sent out. Attorney Leef will begin sending letters next week.

NEW BUSINESS:

Sheriff Singpiel gave his report, showing in June there were 171 hours spent and 168 for July.

Barbara Webster came before the Mayor and Council with her request to remove her $30 trash bill. Motion by Lake, seconded by Gette, to allow the removal of Barbara Webster's $30 trash bill. Motion carried unanimously.

The Home Town Competitiveness Group asked to use the back room of the Auditorium for their meeting for free. Motion by Moffat, seconded by Levick, to deny the request. Motion carried unanimously.

No action taken on Auditorium Renovation Committee Update.

The 2007-2008 budget was discussed at length. Carol Kyser spoke on behalf of the Library's budget. The Budget Hearing will be set for September 13th.

Motion by Levick, seconded by Lake, to approve Mayor Talley's appointment of Rita Jameson to the Library Board to replace Peg Bretz's term. Motion carried unanimously.

Motion by Gette, seconded by Moffat, to approve building permits to Ray Savoy- 14'x24' shop and Garden Co. Health Services-Modular. Motion carried unanimously.

Mayor Talley submitted her resignation at this time. Motion by Lake, seconded by Levick, to accept the resignation, and thanked Mayor Talley for her service to the City. Voting Yea: Lake, Levick, Moffatt. Gette Abstained. Motion carried.

At this time Councilman Gette presented a plaque to Alan Sanford, Baseball Director, for all time and dedication to the Baseball Program.

Attorney Leef gave the Oath of Office to Lawrence Gette, for the unexpired term of Mayor.

Mayor Gette tabled the appointment of a new Council Member. He then wished Cindee Talley the best with her future.

Motion by Levick, seconded by Moffat, to adjourn the meeting at 8:50 p.m. Motion carried unanimously.
