MINUTES
APRIL 12, 2007
Pursuant to notice published in the Garden County News, the Oshkosh City Council met for regular meeting convening on April 12, 2007, at 7:30 p.m.
Mayor Talley announced the open meetings law is posted on the west wall of the Council Chambers and available for public inspection.
Present were the Mayor Cindee Talley, City Council Members: Brian Moffat, Larry Gette, Carol Lake, and Jim Levick. Also attending: City Administrator, Bill Campbell, City Attorney, J. Leef, and City Clerk, LeAnn Brown. Absent: None.
Visitor present for all or a portion of the meeting was the newly hired deputy sheriff, Brian Buresh, whom Sheriff Singpiel introduced to all present.
Motion by Lake, seconded by Levick, to approve the agenda and minutes of the previous meetings and waive the reading of the same. Motion carried unanimously.
Motion by Moffat, seconded by Gette, to approve the following bills. Councilman Levick abstained from warrant #23735. Motion carried unanimously.

OLD BUSINESS:
Attorney Leef reported that all the junk car and health board letters have been sent out.
NEW BUSINESS:
Sheriff Singpiel gave his report. For the month of March, there were 95 ½ hours spent in Oshkosh.
The number of Health Board Members and who should serve on the Health Board was discussed. At this time Council will leave the present members.
Mayor and Council set May 3rd for the Annual Clean-Up Day. Lunch will be served at the Fire Hall for all volunteers.
Council Member Lake introduced Ordinance No. 396. An Ordinance of the City of Oshkosh, Nebraska, to amend Section 5-3.7.3.7 of Ordinance No. 388, relating to abandoned and junk motor vehicle; impounding, by changing Section 22-62 to 5.3.7, and to provide when said change shall become effective.
Motion by Lake, seconded by Gette, to pass and adopt
Ordinance No. 396. Motion carried unanimously.
Bill Patterson, ACE representative for the City, spoke to the
Mayor and Council about the upcoming Choice Ballot Selection
for natural gas. He also reported on the PADD and RC & D
meetings he had attended.
Bids were reviewed from Sidney Roofing, Weathercraft
Roofing, and Thermal Advantage for repairs and roofing the
City Auditorium. Motion by Moffat, seconded by Gette, to
accept Sidney Roofing and Construction's bid of $5,479.00.
Motion carried unanimously.
Motion made by Gette, seconded by Levick, to set the deposit
for renting the Auditorium at $300.00. Motion carried
unanimously.
Mayor Talley expressed her excitement about the renovations
taking place at the City Auditorium.
The Auditorium Renovations Committee proposed to have a public consignment auction for all the items that won't be used any more at the Auditorium and other city-owned items. A resolution will be on the agenda at the next meeting to have this auction on June 16th.
Mayor and Council discussed the Welcome Center. The Mayor
will continue to pursue finding funds for building the Center.
Motion by Moffat, seconded by Levick, to approve an
application for a Special Designated Liquor License on May
19th at the City Auditorium for Garden County Aerie #4283.
Motion carried unanimously.
Motion by Levick, seconded by Moffat, to approve applications
for a Special Designated Liquor License on June 2, June 9, and
July 28th, at the City Auditorium for Oregon Trail Trading Post.
Motion carried unanimously.
Clerk Brown reported that Fabru, Inc. has proposed to the
Oshkosh Housing Authority the sale of Fabru Apartments to
the Housing Authority. Attorney Leef reported that the City
of Oshkosh does not have an input in the sale, and that the
Housing Authority can proceed with the purchase, if they so
desire to do so.
A discussion was held on combining the Oshkosh Fire
Department with the Rural Fire Department was held. Further
meetings will be held to see if this is the best interest for all
parties involved.
Administrator Campbell gave his report.
Mayor Talley gave her report and then received a motion
from Lake, seconded by Levick, to adjourn the meeting at 9:40
p.m. Motion carried unanimously.
